ITT Technical Institute ( ITT Tech ) is a private, for-profit technical college headquartered in Carmel, Indiana, with campuses throughout the United States. Founded in 1969 and with 130 campuses in 38 states, ITT Tech was one of the largest for-profit educational institutions in the United States until it closed in 2016. The Institute is owned and operated by ITT Educational Services, Inc. (Experts Market: ESINQ ), a publicly traded Carmel-based company. The company also owns and operates the Breckenridge School of Nursing and the School of Health Sciences.
In 1998, an ITT Tech whistleblower reported the school’s use of predatory hiring practices. In 2004, federal agents raided campuses in 10 states. Yet the school continues to settle legal cases and collect billions in Pell Grants and federal student loans. Finally, in August 2016, based on state and federal investigations, the U.S. Department of Education prohibited students from using federally guaranteed student loans at ITT Tech locations. All ITT Tech campuses close the next month, and ITT Tech files for bankruptcy. In 2018, ITT Tech’s court-appointed bankruptcy trustee sued the U.S. Department of Education and lenders to repay a $1.5 billion claim against ITT, alleging the regulator exploited low-income students and neglected its oversight responsibilities. The school describes ITT Tech students as “older and balancing family obligations with underemployment”. [46] The company’s website states: “The programs employ traditional, applied, and adult learning pedagogies and are delivered via traditional, accelerated, and distance methods in a learner-centered, mutually respectful environment. .” ITT Tech offers associate, bachelor’s, and master’s degrees (business only, online). Pennsylvania is the only state that prohibits ITT Tech from offering master’s degrees. At most campuses, ITT Tech organizes its academic schedule according to four 12-week academic quarters in the calendar year, with new students beginning at the beginning of each academic quarter. Using this calendar, a full-time student can complete an associate degree program in seven or eight quarters, a bachelor’s degree program in 14 or 15 quarters, or a master’s degree program in seventeen quarters. Depending on student enrollment, classes on the ITT Technical College campus are generally open during the day and in the evening. Educational program courses taught online are delivered through an asynchronous learning network and have a defined timetable for course completion. At the vast majority of ITT Technical College campuses, the educational program residential course schedules and online course completion timetables generally offer students the flexibility to remain employed while studying. Student surveys show that the majority of ITT Technical College students work at least part-time during their program. A large part of the course involves practical research in a laboratory setting. ITT Tech is nationally accredited by the Accrediting Council of Independent Colleges and Schools (ACICS). According to ITT Educational Services’ FY 2015 annual report, 31 campuses and more than 400 programs failed to meet ACICS’ student retention standards. [3] According to the ITT Tech website, “any credits earned at ITT Technical Academy are unlikely to transfer to or be accepted by any institution other than ITT Technical Academy.” [47] In April 2016, ACICS issued a “Statement of Reason ” order, requesting information to determine why the accrediting body should continue to accredit the body. The order was in response to its program not meeting certain standards. In 2015, the financial news website TheStreet.com named ITT Technical College in Seattle one of the “10 Best Two-Year Colleges in America for Real Returns.” [49] According to TheStreet.com, ITT’s Seattle campus ranks fourth in alumni-reported careers, behind sister ITT Technical College in San Antonio, West Houston, and San Diego.
